Research carried out by the Learning and Work Institute (LWI) and part funded by the DfE, has found adult
participation in education has fallen to a record low. Only 35% of the adults surveyed said that they had participated in any form of learning during the
previous three years.

Further education colleges need a new mission and vision, backed by meaningful funding. Protection of college title equivalent to that enjoyed by universities, a substantial increase in capital investment and the creation of a coherent national network of further education colleges delivering skills needs focused on levels three to five are the core recommendations.
This report shows that there are similarities between Access to Higher Education Diplomas and integrated foundation year courses, but also important differences.
